Decision 882 regulating the CESR at the Faculty of Pedagogy at the 91Ƭ

Article 1

In this decision:

- “University”: refers to the 91Ƭ.

- “Faculty of Pedagogy”: refers to the Faculty of Pedagogy at the 91Ƭ.

-"Center": refers to the Center for Educational Studies & Research (CESR) at the Faculty of Pedagogy at the 91Ƭ.

- “Scientific board”: refers to the Scientific board at the Center for Research & Studies at the Faculty of Pedagogy.

 

I: Objectives

 

Article 2

Based on the principle of combining research with teaching, CESR aims to put high-level educational research and studies at the service of education in the public and private sectors. To this end, it shall:

1- Conduct research and studies in various educational sciences and fields to enable the Faculty of Pedagogy to carry out the tasks stipulated in its founding decrees.

2- Provide a documentation center and research tools and resources for professors at the Faculty of Pedagogy and other researchers in the field of educational sciences.

3- Promote field research alongside theoretical, applied, and experimental research conducted by CESR in model schools affiliated with the faculty or elsewhere.

4- Organize seminars, symposiums, and conferences in various fields of education, and participate in those held at the local, regional, and international levels.

5- Conduct research and studies, organize training courses, and provide educational assistance and consultation, funded by the public sector, the private sector, or regional and international organizations.

6- Keep abreast of the latest developments in educational sciences and adopt those that are compatible with the Lebanese educational reality, in order to develop an advanced education system that is capable of keeping pace with life and educational planning in line with the spirit of the times.

7- Publish educational research and studies and assist researchers in publishing their research and studies.

 

II: Management & Functioning

 

Article 3

The Center is managed by a chairperson and a scientific board.

 

Article 4

1- The chairperson is appointed from among the members of the educational community at the Faculty of Pedagogy who hold the rank of professor or who meet the legal requirements for this rank.

- The chairperson shall be appointed by a decision of the president of the 91Ƭ based on a proposal by the dean of the Faculty of Pedagogy after consulting with the faculty council. Upon appointment, the chairperson shall become a member of the aforementioned council. The members of the scientific board shall be appointed by a decision of the dean of the faculty based on the recommendation of the faculty council.

2- In addition to its chairperson, the Scientific Board shall consist of representatives of the academic departments of the faculty, with each department represented by one delegate who is at least an assistant professor.

- Each department in both branches shall nominate two members, and the faculty council shall select one representative for each department of the faculty from among the nominees of both branches.

3- The term of appointment of the chairperson is three years, and the term of appointment of each member is two years, renewable once.

 

Article 5

The duties of the scientific board are defined as follows:

1- Develop a research policy consistent with the objectives of CESR and the functions assigned to the Faculty of Pedagogy, based on the priorities dictated by the educational reality.

2- Decide on research projects submitted to CESR and supervise their implementation.

3- Propose new research projects in which researchers from within and outside the faculty can participate, and assign them to specialized researchers.

 

Article 6

1- The Scientific Board shall meet at the invitation of its chairperson at least once a month or at the request of an absolute majority of its members.

2- The Board shall take its decisions by absolute majority. In the event of tie, the chairperson shall have the casting vote.

 

Article 7

Powers of the chairperson:

The chairperson shall:

- Supervise the administrative and academic work.

- Convene and manage scientific meetings.

- Follow up on CESR achievements.

- Develop a work plan for the coming year.

- Prepare periodic reports to be submitted to the Dean.

- Prepare an annual report and submit it to the Dean before November 1st of each year.

 

Article 8

Teaching quotas for the chairperson and members of the Scientific Board:

- The chairperson shall be exempt from half of his teaching quota so that he may effectively supervise the Center and manage its work.

- Members and researchers shall fulfill their full teaching quotas, except for those who are assigned tasks that require interruption of their teaching. In light of these tasks, they shall be exempted from part of their quotas by decision of the Dean of the Faculty of Pedagogy, based on a proposal from the chairperson based on the recommendation of the scientific board and after consulting with the head of the academic department and branch director.

 

Article 9

Administrative Work

1- Administrative work, documentation, clerical work, and accounting shall be performed by a secretary and employees appointed by the dean from among the faculty staff, after consulting with the chairperson. Tasks shall be distributed by an administrative memorandum issued by the chairperson.

2- The secretary shall be responsible for recording the minutes of meetings and keeping correspondence.

 

III: Process for submitting research projects and monitoring implementation

 

Article 10

This process includes research projects funded by the university or external sources.

A. Individual or group research projects funded by the university:

- The research project shall be submitted to the chairperson, including:

1- The research topic, accompanied by the problem statement, the methodology to be adopted, and the main references.

2. The duration required to complete the research, which shall not exceed two years unless the nature of the research requires a longer period.

3. A commitment to submit a periodic report every six months detailing the progress of the research.

4. Specification of the research requirements in terms of human resources (investigators, researchers, assistants, and documenters) and material resources (references, information, computers, tools, etc.).

5. The cost of the project as specified in paragraph (4) of Article 5 of this decision.

- The scientific board shall review the project and decide whether to accept or reject it, and shall inform the applicant of its decision.

- If the project is accepted, a preliminary contract shall be signed between the chairperson and the project owner or the team member responsible for the project. The contract shall become effective after it is approved by the dean of the faculty and president of the university. The contract shall include the research objectives, phases of completion, and payment terms.

B. Individual and group research projects funded from outside the university:

- The board reviews externally funded research projects and, if a project is accepted, appoints a project manager with the necessary competence and expertise, then, in consultation with the manager, appoints the person or team responsible for conducting the research.

- The project shall proceed to implementation in accordance with the procedure referred to in paragraph 1 of this article.

If the project is submitted by a specific researcher (idea, design, and funding source), that researcher shall be responsible for the project, and the Center's board shall appoint the rest of the team members in consultation with him or her.

 

IV: CESR Finances

 

Article 11

A. Funding for research

1. The budget of the LU Faculty of Pedagogy shall include a special contribution for the research of CESR based on a project submitted by the scientific board.

2- Research revenues shall consist of:

- University contributions.

- Net proceeds from services, publications, studies, and consultations carried out by the Center.

- Unconditional donations and gifts.

- Other miscellaneous revenues.

3- These revenues shall be deposited in a special account for the Center in the university fund.

B- Research expenses

1- In the event that a research project is finally approved in accordance with the provisions of Article 7 of this decision, the approved cost shall be disbursed in stages in accordance with the terms of the research contract.

2- Accounting work at the Center shall be performed by an accountant appointed by the Dean, after consulting with the chairperson, from among the faculty staff, and shall perform his duties in accordance with the principles approved by the scientific board based on the Dean's proposal.

 

V: Publications

 

Article 12

1. The Center shall be responsible for editing, printing, and distributing an educational bulletin containing the results of its research and studies in accordance with the laws and regulations in force at the university.

2. The Dean of the Faculty of Pedagogy shall be the general supervisor of the bulletin, and the chairperson shall be its editor-in-chief. The editorial board shall be formed by a decision of the Dean based on the recommendation of the scientific board.

 

VI: Final Provisions

 

Article 13

This decision may be amended, in whole or in part, by a decision based on a proposal from the scientific board and with the approval of the faculty council and the university council.

 

Article 14

All provisions contrary to or inconsistent with this decision are hereby repealed.

 

Article 15

This decision shall enter into force immediately upon its issuance.
