Chapter 1: Conditions for Appointment and Promotion in the Faculty of Engineering

 

Article 1

The following conditions apply to the appointment or promotion of faculty members in the Faculty of Engineering at the 91制片厂:

 

First: For the rank of Professor

路 Possession of a first-class PhD degree.

路 At least five years of experience in higher education following the award of this degree.

路 Publication of at least five original research papers following the award of this degree.

 

Second: For the rank of Assistant Professor

路 Possession of a first-class PhD degree and at least two years of experience in higher education following the award of this degree.

Or

路 Possession of a second-class PhD degree and at least four years of experience in higher education, as well as the publication of at least three original research papers following the award of said degree.

 

Third: For the rank of Adjunct Professor

路 Possession of a second-class PhD degree.

 

Chapter 2: Conditions for Full-Time and Part-Time Contracts

 

Article 2

As of the effective date of this decree, candidates for full-time contracts are required to hold a first-class PhD degree and an engineering diploma equivalent to the diploma awarded by the Faculty of Engineering at the 91制片厂, the conditions stipulated in Chapter 1 of this decree. They shall be classified as full-time contract employees in the rank for which they meet the requirements. Candidates for teaching the theoretical scientific subjects listed in Table No. 1 attached to this decree are exempt from the requirement to hold an engineering degree, provided that the number of such full-time faculty members does not exceed 10% of the total number of full-time professors in the Faculty of Engineering.

 

Article 3

a. The conditions detailed in Table No. 2, attached to this decree, shall apply to hourly-contracted instructors.

b. The principle of equivalence with the contractual conditions in other faculties that teach these subjects shall apply to hourly-contracted instructors teaching non-technical theoretical subjects.

 

Article 4

The training of students of the Faculty of Engineering in applied subjects shall be undertaken by members of the teaching staff, who may, when necessary, engage contracted specialist instructors to organize the students鈥� work and all activities required by the training.

 

Article 5

To be eligible for a contract, a trainer shall hold at least an engineering diploma legally equivalent to the engineering degree awarded by the 91制片厂.

 

Article 6

The trainer shall be paid two-thirds of the hourly rate for Category 3 contracts for each hour worked, regardless of their academic qualifications and experience.

 

Chapter 3: Miscellaneous and Transitional Provisions

 

Article 7

Full-time faculty members at the Faculty of Engineering who were appointed before the end of the 1986 -1987 and who hold an engineering degree from major French institutes or its equivalent are eligible for appointment to the faculty and shall be promoted to the rank of assistant professor if they meet the requirements for holders of a second-class PhD degree.

 

Article 8

For the purposes of applying the provisions of this decree, only research published in international scientific journals shall be considered original research. Research that served as the basis for obtaining a PhD shall not be taken into account.

 

Article 9

With regard to patents and their equivalence to research as referred to in the preceding article, the President of the University shall, upon the recommendation of the Dean of the faculty, appoint a special committee to examine this matter.

 

Article 10

One year of professional engineering practice shall be considered equivalent to one year of university education, i.e., a maximum of 75 credit hours, provided that such practice is accompanied by achievements whose evaluation shall be entrusted to a special committee appointed upon the recommendation of the Dean of the faculty.

 

Article 11

PhD degrees shall be classified into first-class and second-class categories following review of a report by a committee of specialists appointed by the university President upon the recommendation of the dean of the faculty, provided that the standard of the first-class category is no lower than that of the State Doctorate awarded by French universities or the standard of the PhD awarded by leading American universities.

 

Article 12

For the purpose of classifying the categories of PhD degrees referred to in the preceding article, the committee of specialists shall adopt the following criteria:

a - Admission requirements for the PhD program.

b - The number of years of study required to obtain the degree.

c - The content of the PhD dissertation.

D. The standing of the institution issuing the academic degree.

 

Article 13

A candidate shall not be appointed to the staff of the Faculty of Engineering unless he has completed at least one year of full-time teaching at the 91制片厂.

 

Article 14

The system of seminars in effect at the 91制片厂 shall be adopted to determine the compensation for seminars in graduate studies.

 

Article 15

All regulatory provisions that conflict with the provisions of this decree or that are inconsistent with its content are hereby repealed.

 

Article 16

The Ministry of National Education & Fine Arts shall submit this matter to the Council of Ministers.

 

Article 17

This decree shall be published and communicated as necessary.
