Decision No. 126 of 15 March 1975 Regarding Research Regulations at the 91Ƭ

Article 1

Research assignments entrusted to tenured faculty members and full-time contract faculty are subject to the following provisions:

 

Article 2

Any faculty member, whether tenured or a full-time contract faculty member, wishing to be assigned a research assignment for remuneration must submit to the head of the department to which they belong a request including the plan for the research project they intend to conduct, accompanied by an abstract and a bibliography.

The department chair reviews the submitted application with the relevant members of his or her department and submits a recommendation on the matter to the faculty or institute council; he or she has the right to consult any qualified person of his or her choice. In the absence of departments within the faculty or institute, the request is submitted directly to the faculty or institute council, which then appoints a specialist to review the request and submit a recommendation on the matter.

 

Article 3

The faculty or institute council reviews the recommendation submitted to it and makes the appropriate decision in this regard. If approved, it forwards its decision to the university council, specifying the amount of remuneration proposed for the researcher.

 

Article 4

Upon approval of the proposal by the faculty or institute council, the university council authorizes the President to appoint the professor to carry out the research.

 

Article 5

The assignment referred to in Article 7 is governed by a contract between the university, represented by its President, and the professor. The term of this contract is one year, renewable annually for a maximum of three years.

 

Article 6

At the end of each year, the research professor shall submit to the President a report on the progress of his or her research and the status of his or her work, through the department chair or, if there are no departments within the faculty or institute, through the faculty or institute council.

 

Article 7

The President shall review the annual report submitted by the research professor and has the right to consult experts of his or her choice. Following this review, the President shall decide whether or not to renew the contract.

In the event that the contract is not renewed, any sums received by the research professor or owed to him or her up to the date of written notification of the President’s decision shall be retained.

 

Article 8

If the research professor fails to fulfill his or her obligations, for example by failing to submit the annual report, the President is entitled to issue a collection notice against the research professor and to deduct installments from the sums received by the latter until full repayment.

 

Article 9

A research professor is not entitled to request to be reappointed to conduct research if he or she has not produced valuable results.

Any research published in internationally renowned journals is considered valuable. If publication of the research proves impossible, any research evaluated as such by a committee of experts appointed by the President to study the research is also considered valuable.

 

Article 10

The annual stipend due to the research professor in exchange for their research duties is paid in two installments:

- the first within the month following the signing of the contract referred to in Article 5 or within the month following the contract renewal date;

- the second six months after the payment of the first installment.

 

Article 11

On June 30 of each year, the President of the University shall communicate a list of the research topics completed at each faculty and institute to all universities in Lebanon, to scientific research centers, and to foreign universities with which the 91Ƭ has established relations.

 

Article 12

This decision shall take effect no later than 15 April 1975.
